Review of student visa two-stage permission to work
Why is this important?
• The measure removes the requirement for foreign students studying in Australia to separately apply for Permission to Work (PTW).
• Recent reforms in monitoring of international students’
attendance at classes and academic performance/progression have made the PTW arrangement redundant.
• The measure removes a large volume/low value processing
activity in offices of the Department of Immigration and Citizenship (DIAC) around Australia.
Who will benefit?
• International students, who from the second quarter
2008, will have the right to work in Australia on the basis of their primary
visa application rather than having to apply separately for PTW.
• While the Visa Application Charge (VAC) for the primary
student visa is to increase by $20, students will save $60 from not having
to apply for the PTW.
• Australian employers through clearer, faster and more
simplified work rights arrangements for foreign students.
What funding is the government committing to the initiative?
• The measure will save $900,000 a year in processing
costs in DIAC offices. There will be a loss of revenue from no longer
receiving PTW applications, to be partially offset by a small increase in
the primary student VAC.
What have we done in the past?
• Foreign students who wished to work during their stay
in Australia were required to apply separately for PTW. This will no longer
be required from early 2008.
When will the initiative conclude?
• The measure is on-going and will be reviewed as part of
a regular evaluation.

International students studying in Australia who want to work part-time will have less red tape to deal with under a measure in the 2007-08 Budget.
From the second quarter of 2008, international students will have the right
to work in Australia on the basis of their primary visa application, rather
than having to apply separately for permission to work.
This is a great win for students and the international education industry.
Not only will there be less red tape for students, but there will be a net
reduction of $40 in these visa application charges.
These clear and more simplified work rights arrangements for international students will be welcomed by employers.
This new measure will also encourage the faster entry of student workers
with relevant skills into the workforce where they are needed.
