Protection from Unethical Migration Advice
Joint media release with the Hon Dr Brendan Nelson, Minister for Education, Science and Training
The Minister for Citizenship and Multicultural Affairs, Gary Hardgrave,
today released a discussion paper entitled Options for regulating migration
agents overseas and the immigration related activities of education agents, that seeks to establish a scheme to protect people living overseas who apply for Australian visas.
'Currently, only Australian-based migration agents must be registered,
leaving a significant group of unregistered overseas migration agents whose clients don't have the protection available to people in Australia,' Mr
Hardgrave said.
'This paper canvasses options to help address the fraudulent
immigration-related activities of some education agents who help students
with their visa applications.
'A pilot system monitoring the compliance profiles of education agents
overseas may help address potential consumer protection issues for overseas student applicants,' Mr Hardgrave said.
'These new initiatives to address the immigration activities of education
agents also have the support of the Minister for Education, Science and
Training, Dr Brendan Nelson.
'With more than 300,000 enrolments in Australian institutions, education and training is our third largest services export, now worth around $5 billion to Australia's economy - more than wool and approaching wheat in export
income.
'These initiatives are an important step towards further strengthening our
quality assurance arrangements. It is vital that we maintain the high
quality of our education exports.' Dr Nelson said.
Mr Hardgrave said he had personally written to Government and industry
stakeholders inviting them to comment on the paper.
'I have also asked that my department put the paper on its website to
facilitate public consultations, which will close on 9 November 2004,' Mr
Hardgrave said.
